    An illumination control apparatus is presented for supplementing light from solar radiation with light from an artificial light source to compensate for periods of insufficient levels of solar light. The apparatus maintains a desired illumination level within an interior space comprising an artificial light source connected to an electrical power source with a switch means for selectively energizing said light source. An actuator means for controlling the on-off operation of the switch means is connected to a light sensor which responses to the illumination level of the interior space. A limit switch carried adjacent to the actuator limits the movement of the actuator within a predetermined range so as to prevent further movement thereof during detection of erroneous illumination conditions

    A biomedical percutaneous connector is described which includes a socket having an enlarged disk shaped base portion for being implanted below the patient's skin and cylindrical portion which is integral with the base portion and extends outwardly of the skin. A conical recess in an upper end of the cylindrical portion has a magnet located in the base. Inclined conductive strips are carried on an upper end of the cylindrical portion to which electrical conductors are attached and extend into the patient's body.     A floating energy converter is described which uses large volumes of sea water to produce electrical power. In this plant, a fluid working medium is pumped to an evaporator where is is heated by a flow of warm surface sea water. The fluid in liquid form boils to a pressurized gas vapor which is routed to drive a turbine that, in turn, drives a generator for producing electricity. The gas vapor then enters a condenser immersed in cold sea water pumped from lower depths, condenses to its original liquid form, and then pumped to the evaporator to repeat the cycle. Modular components can be readily interchanged on the ocean thermal unit and inlet pipes for the sea water are provided with means for maintaining the pipes in alignment with the oncoming current. The modular construction allows for the testing of various components to provide a more rapid optimization of a standardized plant

    Advanced forecasting of space weather requires prediction of near-Earth solar-wind conditions on the basis of remote solar observations. This is typically achieved using numerical magnetohydrodynamic models initiated by photospheric magnetic field observations. The accuracy of such forecasts is being continually improved through better numerics, better determination of the boundary conditions and better representation of the underlying physical processes. Thus it is not unreasonable to conclude that simple, empirical solar-wind forecasts have been rendered obsolete. However, empirical models arguably have more to contribute now than ever before. In addition to providing quick, cheap, independent forecasts, simple empirical models aid in numerical model validation and verification, and add value to numerical model forecasts through parameterization, uncertainty estimation and ‘downscaling’ of sub-grid processes

    Explaining party cohesion and discipline in democratic legislatures: purposiveness and contexts

    Legislative party discipline and cohesion are important phenomena in the study of political systems. Unless assumptions are made that parties are cohesive and act as unified collectivities with reasonably well-defined goals, it is really difficult, if not impossible, to consider their electoral and legislative roles usefully. But levels of legislative party cohesiveness are also important because they provide us with crucial information about how legislatures/ parliaments function and how they interact with executives/governments. Without cohesive (or disciplined) parties,1 government survival in parliamentary systems is threatened because executive and legislative powers are fused while in separated systems presidents' bases of legislative support become less stable. How do we explain varying levels of legislative party cohesion? The first part of this article draws on the purposive literature to explore the benefits and costs to legislators in democratic legislatures of joining and acting collectively and individualistically within political parties. This leads on to a discussion of various conceptual and empirical problems encountered in analysing intra-party cohesion and discipline in democratic legislatures on plenary votes. Finally, the article reviews the extant empirical evidence on how a multiplicity of systemic, party-levels and situational factors supposedly impact cohesion/discipline levels. The article ends with a discussion of the possibilities and limitations of building comparative models of cohesion/discipline

    Late twentieth century congressional leaders as shapers of and hostages to political context: Gingrich, Hastert, and Lott

    Most contemporary explanations of congressional leadership postulate a version of contextual theory that typically places greatest emphasis on the strength of party and downplays the personal skills of individual leaders. By analyzing the leadership of just three recent individuals—Gingrich, Hastert, and Lott—this essay demonstrates the extent to which these leaders' different styles, skills, and characteristics interacted with changing political contexts and strategic environments to impact political and policy outcomes. Context matters, but so does leadership skill. Most graphically, Gingrich—a rare transforming leader in Burns' typology—demonstrates the importance of the right person and the right conditions being in place at the same time and the ability of an individual imaginative leader to intervene exogenously to have a significant effect on policy outcomes. Yet the essay also demonstrates that even where leaders adopt more conventional transactional styles, as Hastert and Lott did, the skill and success with which they juggle political pressures emanating from different, often conflicting, contexts—skills in context—also matters
